The  EU Directive on the Energy Performance of Buildings (EPBD) contains a range of provisions aimed at improving energy performance of residential and non-residential buildings, both new-build and existing. This Directive was adopted into Irish law as Regulation in 2006.

As part of the Directive, a Building Energy Rating (BER) certificate, which is effectively an energy label, is required at the point of sale or rental of a building. Each member state had responsibility for developing a national assessment methodology for compliance with this requirement of the Directive. In Ireland SEI commissioned the development of the Non-domestic Energy Assessment Procedure (NEAP) which also covers compliance with Part L of the Building Regulations.

The Procedure can be executed through approved software or by using the default software package available from SEI, the Simplified Building Energy Model (SBEM) and its user interface iSBEM. The objective of this 2-day course is to equip the student with the necessary skills to undertake building energy rating assessments of non-domestic buildings using the SBEM calculation software tool and associated iSBEM user interface.

Following completion of the course the student will be eligible to sit the BER examination and, on passing,  will be entitled to register with SEI as a non-domestic BER assessor (subject to complying with the qualification requirements of SEI – please see SEI website for further details)

The course consists of a series of modules which will guide the student through the complete process using a combination of presentations, case studies and hands-on use of the assessment tool. Typical entrants to the course consist of architects, building surveyors, structural and building services engineers. As of 31st October 2009 there were 285 registered interim non domestic BER assessors. SEI estimates that the equivalent of 300 – 500 full time active BER assessors would be required to meet the demands of the non domestic BER market.

Course Content

Day 1

Module 1 – Introduction, BER context, legislation.

Compliance with the EPBD and Building Regulations, development of SBEM.

Module 2 – The SBEM calculation tool

Building energy balance, calculation process, databases, Notional and Reference buildings.

Module 3 – Data collection and building zoning.

Zoning rules, naming convention, zone data and elemental information, geometry and dimensions, data collection.

Module 4 – Zoning case study.

Zoning an example building and entering data into iSBEM.

Module 5 – HVAC systems.

Calculations, system efficiencies, heating and air conditioning systems, domestic hot water, lighting.

Module 6 – Renewable energy technology.

Available technologies, effect on BER of incorporating into building design.

Day 2

Module 7 – Building services and SBEM outputs case study

Entering data into SBEM, performing BER and Part L compliance calculations and reviewing output reports and data.

Module 8 – BER in detail

Philosophy of energy rating, statutory requirements and enforcement, application to building types, SBEM outputs and recommendation reports.

Module 9 – Final case study.

Full data input and analysis.

Module 10 – The exam and assessor registration.

The exam format and content, marking scheme, registration process and qualification.

 

Entry Requirements

N.B. Level 8 (Honors Degree) qualification in Building Services, Construction Studies or related discipline such as Civil, Architecture or Structural Engineering.
